SP186169 and enter into an agreement with the State for management of the
land consistent with the conservation purposes for which the land was

previous Council decisions in relation to permitted uses for the land; and
      2. Transfer Lot 901 SP SP186169 to National Park as the preferred tenure. If the

E. To include funding of $50,000 for application fees and survey costs through the next
      quarterly budget review process.

REPORT
This report proposes actions related to a number of legacy land tenure matters on Noosa
North Shore relating to:
1. Reserve for Landing Ground for Aircraft (R.967) - Lot 7 MCH 4562 (approx. 428 ha)
2. Boundary changes to Reserve for Recreation & Camping (R.7944) utilised for the
Beachfront Campground on Lot 32 MCH4399 (approx. 5.88 ha)
3. Reserve for Quarry Purposes – Lot 49 SP215032 (approx. 38 ha)
4. Freehold lots 900 & 901, SP186169 (approx. 28 ha and 5 ha respectively)

Council has been working with State Government agencies for more than 20 years to
consolidate land tenure arrangements on the Noosa North Shore to enable a consistent land
management regime to be put in place and achieve the Noosa Plan expectations for the
area.

A detailed review has been undertaken of all previous Council resolutions and their status. It
revealed that considerable progress has been made to rationalise land tenures but efforts
stalled during the lead up and through the period of amalgamation and with the change of
State Government in 2012. There is now a desire by all agencies to complete the remaining
outstanding actions. This report relates to land dealings that are outstanding from Council’s
perspective and recommends appropriate actions to progress these matters.

A number of other long standing transactions are now being progressed by State agencies
and Council staff and do not require further direction from Council.

1. Reserve for Landing Ground for Aircraft (R.967) – Lot 7 MCH4562 (about 428 ha)
Background
Since the early 1990’s there have been discussions and decisions by various agencies
aiming to have this parcel either entirely or partially included in National Park. A summary of
key timelines is provided at Attachment 1.
Council’s position on land tenure for the site is by resolution dated 13 April, 2006 when
Council agreed with a proposal by the Environmental Protection Agency (EPA) for Council to
relinquish its trusteeship of the reserve and for two separate lots to be created. – refer Fig.1.
The land with the highest environmental value was proposed to be transferred to National
Park. The balance area containing the landing strips and ancillary facilities was proposed to
be transferred to Resource Reserve under the Nature Conservation Act with joint trusteeship
between EPA and Council – Refer Fig. 1. This was on the basis that the landing strips
would remain available for the low scale recreational flying activities occurring at the site and
for emergency landings.
