PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 8 DECEMBER 2015
They are mapped as Environment Protection under the Noosa Plan Biodiversity
Overlay and Regional ecosystems 12.2.12 (Wet heath) and 12.9-10.4 (Scribbly gum
open woodland), no concern at present.
There is no statutory conservation instrument over the land, i.e. it is not Nature Refuge
or Conservation Park under the Nature Conservation Act.
Former Noosa Council and Sunshine Coast Council determined by various resolutions
that the lots remain for conservation purposes consistent with the requirements of the
development approval and the provisions of the Noosa Plan (all uses in this zoning are
impact assessable and all uses are inconsistent within the zone, other than
“Information Centre”).
Figure 5: Lots 900 and 901
Preliminary discussions have been held with QPWS about the suitability of these lots for
incorporation into National Park or Nature Refuge as they border National Park.
They have indicated they may be interested in accepting lot 901 for transfer to National Park
as it is contiguous with the National Park and presents opportunities for improved land and
fire management. While lot 900 has National Park in close proximity to its southern
boundary, it is less desirable to QPWS because of the challenges presented in land and fire
management due to private property being on both the eastern and western boundaries of
the lot. They suggested this lot may be more suited to Nature Refuge under joint
management arrangements.
It is recommended that Council enter into negotiations with the Department of Environment
and Queensland Parks & Wildlife Service with a view to establishing a Nature Refuge over
Lot 900 SP186169 and to enter into an agreement with the State for management of the
land consistent with the conservation purposes for which the land was transferred to Council
and previous Council decisions in relation to permitted uses for the land; and to transfer Lot
901 SP SP186169 to National Park as the preferred tenure. If the Department declines the
offer of lot 901, Council seek to include the lot with lot 900 as a Nature Refuge.
