     That Council
     A. Note the report by the Sustainability and Climate Change Officer to the General
        Committee Meeting dated 6 October 2026 regarding Zero Emissions Noosa Inc;
     B. Authorise the CEO to execute the Alliance Agreement 2026-2029 provided as
        Attachment 1 to the Report;
               1. Amend the Alliance Agreement (Attachment 1) by inserting a new
               clause 9.3:
               9.3 Performance measurement and community benefit
               a) Each Annual Operational Plan must include a measurable target for each
               KPI, or a commitment to establish a baseline where none exists. Council
               will confirm which KPIs require targets when assessing the plan under
               clause 8.1(e);
               b) ZEN Inc must undertake a community survey at least once every two
               years, with the first completed by the first Annual Report under this
               Agreement, measuring awareness of, and ZEN Inc’s influence on,
