Key Decisions & Discussions
• ZEN alliance approved with tighter accountability (3–3; Chair’s casting vote) Council authorised the CEO to execute the 2026–2029 Alliance Agreement with Zero Emissions Noosa (ZEN), adding: measurable targets for each KPI or baselines; a biennial community survey aligned to Council’s Climate Change Response Plan; and a minimum 1:1 co‑contribution (cash and in‑kind), with non‑achievement reported but not an automatic breach (amendment moved by Cr Finzel). Council also required a current solvency statement (moved by Cr Wilson) and the missing Appendix I (P&L by project). A further amendment to recast past marketing “reach” as unique people was lost, and a deferral to November was defeated on the Chair’s casting vote. Appointed Cr Stockwell as observer to the ZEN board. Minutes: 12.1; transcript: 09:50–01:10:30.
• Destination Stewardship Council (NDSC) established; ToR refined Approved updated Terms of Reference with amendments to: allow meeting attendance via technology; include the independent Chair in all open EOI recruitment; and appoint the Chair for a minimum two‑year term. Appointed the Mayor and Cr Brian Stockwell as members and authorised recruitment in line with the ToR. Carried unanimously. Minutes: 13.2; transcript: 01:24:15–01:48:10.
• 19 affordable rental dwellings approved in Cooroy Approved MCU23/0007 & RAL23/0001 for 19 small dwelling units and reconfiguring 4 lots into 2 at 45–47A Maple St & 9 Myall St, with conditions. This adds dedicated affordable rentals in Cooroy. Minutes: 11.2.2.
• Events framework, policy and governance adopted Adopted the Noosa Events Strategic Framework 2026–2031, Events Executive Group Terms of Reference and a new Events Management Policy (repeals 2018–2019 policies). Appointed Cr Amelia Lorentson and Cr Jessica Phillips to the Events Executive Group, and asked the Group to review event limits considering cumulative community impacts. Minutes: 11.2.6; transcript: 11.2.6 adoption noted at 08:xx (discussion minimal).
• Biosecurity Plan 2026–2031 adopted Adopted the final Noosa Biosecurity Plan following consultation; any extra resourcing to be considered in annual budgets. Minutes: 11.2.3.
• Noosa Regional Gallery: proceed to test “Option 5” After a confidential session noting Knight Frank’s Detailed Business Case, Council resolved to progress detailed investigation and feasibility analysis of Option 5, funded from existing restricted donations and operational budget reallocation (via Budget Review 2). Unanimous. Minutes: 12.2; transcript: 02:01:26–02:02:53.
• Financial performance to 30 Sept: favourable and stable Noted a $2.5m favourable variance to budget (operating +$2.2m; capital +$0.3m); cash on hand $146.6m. About $11.7m (9.2%) in rates arrears at 30 Sept; ~800 long‑overdue accounts (~$7m, >12 months) to be referred to Council’s debt agent in October, excluding those on hardship or payment plans. Officers reported no issues of financial concern. Minutes: 13.1; transcript: 01:14:10–01:23:25.
• CEO performance review endorsed Endorsed the Mayoral Minute outcomes and the Annual Review report prepared by LG Services Group. Minutes: 9.1.
