Consultant Submission Erscon Engineering Consultants to lead Not to exceed Council
Preparation Council submission and acquittal of cost $100,000
recovery for reconstruction, resilience, and
betterment.
Estimated Budget required to be funded by Council $100,000
Note that the Consultant Submission Preparation is the only element that the DRFA will not
fund. However, this activity is a key attribute for Council to ensure maximum opportunity to
recover cost of reconstruction, resilience and betterment. Having the consultant undertake
this work based on their prior experience and knowledge of approved projects with QRA
increases this opportunity. The $100,000 represents good value on the following basis:
a. A cost of $100,000 to recover this cost represents a value for money outcome for
Council as it equates to only 0.03% - 0.05% of the total estimated cost of $20,000,000
- $30,000,00.
b. Erscon are experienced at working using acceptable methods that ensure actions that
crossover between submission work and investigation are suitably allocated.
Example includes where Erscon are investigating a site and possible plan, they will
take necessary photos to help develop the scope (cost recoverable from DRFA).
These photos are then required for the submission but as they were sourced during
investigation they are reused and therefore are not allocated to preparation cost, saving
contribution towards the $100,000 Council expense.
As this is resulting from a disaster, there was no budget allocated to fund this engineer project
management work.
