RE: NOOSA ENERGY CENTRE - 140-142 EUMUNDI-NOOSA RD, NOOSA
TRAFFIC ENGINEERING RESPONSE TO NOOSA COUNCIL INFORMATION
            REQUEST

Lambert & Rehbein has been commissioned by Urbis to provide traffic engineering
advice in relation to the proposed development of an energy centre located at 140 -142
Eumundi-Noosa Road in Noosa, formally referred to as lot 2 on RP173876.

Subsequent to the lodgement of the development application the Noosa Council has
issued an Information Request (RFI) dated 16 August, 2016. This included matters
relevant to traffic engineering in the context of the traffic manoeuvring areas.

This letter responds to the relevant RFI items insofar as they relate to traffic engineering.

Issue
The submitted Traffic Report addresses the traffic flows within the site to ensure there is
no hindrance to vehicles entering/leaving the site. However, concerns are raised around
traffic management when there is fuel delivery and refilling in operation, including the
impact on the parking spaces near the entry/exit.

Information Required
2 Provide traffic management plan/procedure to demonstrate that the refuelling
operation will not impact on the traffic movement on the site and in Eumundi Noosa
Road, the plan should include but not limited to the following:

       (a) the fuel filling points and the standing location of the delivery truck
       (b) the number and locations of bowsers to be closed during the fuelling process
       (c) the temporary signage and traffic control measures during fuelling
       (d) any proposed time restriction/s for fuel deliveries

As demonstrated in the enclosed drawing SK01B-revB undertaken by Meinhardt, the
proposed fill points are located adjacent to the southern bowser within the site. As
demonstrated by the swept path B16239-SK-010, the delivery truck would stand
adjacent to the fill points and maintain sufficient space to allow customer access and
circulation through the site.
