SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 FEBRUARY 2021
As this option proposes using a smaller vehicle, capital outlay costs and annual operational costs
would decrease. Market research and detailed project scoping have estimated a total capital
project budget of approximately $630,000 is required for the proposed hybrid model covering the
new vehicle, kiosks, kiosk shelters, utilities, new signage and ancillary project cost. Total capital
costs would be confirmed during the procurement process. Due to a significant decrease in fleet
costs, the annual operational costs for this model would be reduced to approximately $260,000,
potentially saving $70,000 per annum. Final costing would be determined through the
procurement processes.
An electric vehicle may also be an option, depending on capability to meet service requirements.
This option will also be explored as part of the procurement process. It is anticipated that an
electric option would attract additional costs which may exceed the $700,000 allocated in the
Capital Works 2020/21 program to fund the Mobile Library replacement project.
Pros Cons
Higher return on investment – increased service Potential negative community response to
offering at a reduced cost downsized vehicle & collection
Increased cost efficiencies – reduced capital costs Change management associated with introduction
and operational fleet costs of emerging technology (kiosks)
Increase use and flexibility of vehicle – e.g. visiting No wheelchair access into vehicle however the
other locations, organisations and events alfresco area will provide ease of access to staff
and collections
Increase access to library collection to 24/7 in two
high use locations
Maintain opportunity for people to connect through
library visits in community
Limited staffing challenges – more staff will be able
to drive vehicle (Heavy Combination license not
required)
Reduced legislative requirements and
responsibilities (National Heavy Vehicle
Legislation)
Potential for shared Council use of vehicle –
increasing collaborations & value of asset
Potential to include renewable power energy
elements – i.e. solar panels
Option 3 Specifications
Proposed Vehicle
A specially manufactured light-rigid vehicle with library specific fit-out, holding approximately
2,500 library items. The vehicle would be required to have air-conditioning, two nearside entry
and exits, internal windows, LED lighting, a small staff desk with folding seat for customers, and
an alfresco area with external roller door library display shelving which will be covered by a
powered awning. Solar panels are an optional addition, which would provide enough solar power
to operate the vehicle for 2-4 hours.
