Town Planning Report - 3 Grady Street Kin Kin
• PO18 & AO18 - Site cover, gross floor area and building bulk - The proposal includes a plot
ratio of 0.39:1 and site cover of 39.4%; therefore, demonstrating compliance with AO18.1. The
proposed development if fit for purpose and respects the scale of the surrounding development
and complies with PO18.
• PO19 – Setbacks - The proposed development seeks a performance assessment for the
proposed setbacks for the following components:
o A reduced road boundary setback of 3.0m for the proposed shed and carport with a
side boundary setback of 1.5m to the eastern side boundary
o A patio extension to the proposed dwelling with a side boundary setback of 1.5m; and
o A secondary dwelling, which proposes a side boundary setback of 1.69m to the western
side boundary.
Side boundary setbacks:
The minimum proposed side boundary setback of the 1.5m from the OMP for the shed, carport, patio
and 1.69m setback for the proposed secondary dwelling maintains consistent setbacks for a typical
dwelling house within the Low Density Residential Zone, and is akin to that of the adjoining
residential land uses. The proposed building setbacks will maintain the amenity for users of the
premises as well as preserve the visual and acoustic amenity of adjoining and nearby properties.
The required side boundary setback is applicable for the use of the site for a community use, which
is now not proposed. Acceptable outcome AO19 includes greater setbacks than that of typical
residential zones due to the increased likelihood for offsite impacts associated with land uses that
have increased intensity, and located in proximity to sensitive land uses. The need for greater
setbacks for residential development is not required to preserve the amenity values to the adjoining
land uses.
Road boundary setback (Grady Street):
The shed proposes a road boundary setback of 3.0m to Grady Street. The location of the proposed
shed and carport is sited in this location because of the slope of the land, the amount of earthworks
required to be minimised and to provide suitable access from Grady Street (refer Figure 6). The
development also provides the minimum parking requirements for three (3) spaces for a dwelling
house, including a secondary dwelling consistent with PO19 (b) and Table 9.4.1.4 minimum parking
requirements under the Driveways and Parking Code.
The orientation of the building allows vehicles to access the site to turn into the building, which
provides an opportunity for existing vegetation/landscaping to be retained along the eastern and
western side boundary adjacent to Grady Street. The proposed reduced building setback will not
affect the existing vegetation buffer and will allow for the provision of soft landscaping. The siting of
the proposed garage and carport will not adversely impact on the streetscape when viewed from
Grady Street, which has limited accessibility by the general public. The building at 10 Bowman Street
also has a reduced building setback to Grady Street.
