The detail for the Draft Framework & Character Plan is included in Planning Scheme Policy PSP 7 and is
described as identifying:
…a number of key urban design and character elements which support the overall outcomes and
performance outcomes for Noosaville.
The elements are summarised in headings being: Key Views; Open Space and Landscape Treatments;
Landmark/Character Buildings; Key corners; Primary Active frontages; Streetscape Treatment Areas;
Special Places; Key Connections and Gateways. The key elements identified for the site are noted in
bold.
The Draft Plan is a departure from the current planning scheme in terms of the following matters:
• Rezoning to 2 different zones and three different precincts;
• Rezoning to remove showroom land uses;
• Prescriptive nature of the Small-Scale Business Precinct 5A and the subsequent drafting of overall
outcomes and consistent land uses; and
• Changes to level of assessment in all zones / precincts
The landowner (and applicant) has made representations on the Draft Plan through the formal submission
process. This application seeks to blend Council’s ambitions for the Draft Plan with a site-specific master
planned approach that represents most aspects of Council’s strategic intent for the site, even if delivered in a
different manner.
