5 Service Vehicle Arrangements
5.1 Council Requirements
Specific Outcome O7 of the NSC’s ‘Driveway and Parking Code’ states that a development must provide
sufficient carparking to accommodate the number and type of vehicles likely to be generated by the
development with reference to minimum service vehicle requirements for specific land uses as outlined in
Table 14-51. As the code provides no commentary regarding the number of service bays required for the
proposed land uses, the service vehicle requirements have been estimated by TTM based on practical
operational requirements of the site.
• Occasional access for a Heavy Rigid Vehicle (HRV). Provision is to ensure that:
- The vehicle can stand wholly contained within the site (clear of the verge);
- Occasional reverse manoeuvres are limited to one only, either to or from the site;
- The swept path is accommodated within the width of the access driveway.
• Regular access is required for a Refuse Collection Vehicle (RCV). Provision is to ensure that:
- The vehicle can enter and leave the site safely in a forward direction;
- The vehicle can traverse the site on circulation roads and aisles to access service areas;
- The vehicle can manoeuvre on-site to allow parking and loading or unloading in a designated service
area or bay.
5.2 Proposed Service Vehicle Arrangements and Their Adequacy
Service vehicles up to and including a HRV are able to enter/exit the site in a forward motion via Myall Street.
Given all internal roads have been designed to accommodate a HRV, the RCV/furniture truck is able to travel
through the site utilising the internal road as required. Given that these larger service vehicle movements are
expected to occur outside of peak hours, the internal traffic flows will be very low, this is not expected to
have an impact on the internal operation of the site.
It is relevant to note that servicing vehicle operations along the parking aisle separating Lots 71-74 and Lots
75-76 will be one-way, with larger vehicles restricted from attempting to exit the site via this aisle as
illustrated in Figure 5.1. TTM Drawing 19BRT0357-03 Rev A, included within Appendix B, illustrates HRV
access and egress manoeuvres at the internal roundabout.
The decision to limit vehicle movements as described above is due to the fact that the security gate located
at the access to the relocatable dwelling portion of the site would not be long enough to secure the site if
the island was truncated to accommodate the above-mentioned manoeuvre. It is relevant to note that a B99
vehicle (representative of 99 percent of vehicles) is able to exit the site from this aisle.
