5.4 Effective Slopes
The subject site and surrounding vegetation is predominantly flat. The land to the north has a slight
fall to the north. Fires moving from the north would therefore be travelling slightly uphill to the site.
In this area a downslope of >0 to 5 degrees has been adopted for the purposes of AS3959:2009.
The effective slope under the Open Forest Vegetation surrounding the site has been adopted as
Upslope / Flat for the purposes of AS3959:2009 to the west, south and east.
5.5 Construction Standards for Site Buildings
The subject site is a Designated Bushfire Prone area for the purposes of the National Construction
Code (NCC). In Queensland Class 9c buildings (Aged Care) have no performance requirements
related to Bushfire Areas. It is however strongly recommended that the facility be built to meet the
requirements of AS3959:2009 Construction of Buildings in Bushfire Prone Areas.
The Bushfire Attack Level (BAL) assigned to facility using AS3959:2009 will be undertaken in the
future by private certifier(s) assessing the building works application(s). The certifier will undertake
a BAL assessment based on the remaining adjoining vegetation types and proximity.
Assuming the clearing and building position proposed and the provision of the following minimum
setbacks from Group A - Forest Vegetation under AS3959:2009:
20m to the west (all upslopes and flat land 0 degrees)
20m to the east (all upslopes and flat land 0 degrees)
20m to south (all upslopes and flat land 0 degrees)
24m to the north (downslope >0 to 5 degrees)
The facility will be able to be constructed (at the time of writing) as per the requirements of Bushfire
Attack Level 19 (BAL19).
Again, it emphasised that the final BALs will depend on the final design and siting of the facility and
will be determined by a private certifier. The BAL may change should the requirements of
AS3959:2009 change.
The heat flow exposure levels and description of the corresponding bushfire attack for each BAL is
repeated below from AS3959:2009 – refer table 2.
