SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 10 JULY 2018
RECOMMENDATION
That Council note the report by the Director Infrastructure Services to the Services &
Organisation Committee Meeting dated 10 July 2018 providing a 12 month progress report on
the implementation of the Transport Strategy and:
A. Note the development of the E-Noosa document as an integrated long term transport
proposal that will assist Council in seeking funding from other levels of government; and
B. Request the CEO to pursue funding opportunities from the State and Commonwealth
governments to advance the E-Noosa integrated transport concept.
REPORT
1. Overview
Council has been working with a number of consultants on a range of activities to address the
issues identified in the Transport Strategy. A copy of the adopted Transport Strategy is
Attachment 4 by way of reference.
The Transport Strategy prioritised five areas to be investigated as potential solutions, in addition
to a wider investigation into addressing congestion and transport in Noosa.
1. Investigate Park-and-Ride services.
2. Subject to investigation, and in keeping with the Noosa look-and-feel, introduce car parking
management controls (e.g. paid parking) in congested areas.
3. Subject to discussions with TransLink, trial a high frequency Noosa style shuttle bus to
service key destinations.
4. Implement Walk and Ride to School programs with supportive schools experiencing
significant traffic and congestion issues.
5. Investigate the feasibility of priority transport lanes for sustainable transport modes (buses,
bicycles, scooters, electric vehicles etc.).
The priority areas were identified as the starting point to be addressed in the initial investigation
phase.
2. Resourcing the Transport Strategy
A project team has been established consisting of:
a Project Manager to manage the delivery of the Transport Strategy
specialist traffic engineers and transport planning consultants to specifically manage the
delivery of the Transport Strategy
a Communications & Change Consultant to ensure that change in behaviours and attitudes
relating to transport are embedded in the Program and that this drives the prioritisation of
different trials and initiatives.
