SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 10 JULY 2018
3. Governance
A Transport Strategy Steering Group has been established comprising members of the Executive
Team and Councillors to oversee the project and approve the scope of works and associated
budgets. Below the Steering Group, Working Groups have been set up to provide feedback and
direction to the project team to ensure solutions meet the agreed principles and objectives.
Stage Gates as shown below control how projects proceed, with “Hold Points” requiring approval
by the Steering Group.
4. Short Term Projects
In addition to the work being undertaken by the project team on the five initiatives identified in the
Transport Strategy, a number of other measures were either continued or introduced to support
the aims of the Transport Strategy including:
4.1. Continuation of Free Holiday Buses
The Free Holiday Buses continued to be very successful seeing a tripling of passenger numbers
when compared with normal patronage during a similar holiday period.
4.2. Temporary paid parking fee increase
The cost for Christmas 2017/18 and Easter 2018 paid parking in the Noosa Heads Lions Park
was increased from $10 per day to $20 per day as a disincentive to people choosing to drive to
Noosa Heads and to reduce traffic congestion in the busy Hastings Street precinct.
4.3. Changes to car parking at Noosa Heads Lions Park
Reduced duration of stay in the Noosa Heads Lions Park from all day parking to four hour
parking in order to encourage greater turnover of parking bays. All day scooter parking was also
introduced opposite the toilet block in the Noosa Heads Lions Park.
4.4. Undertaking a Traffic & Parking Survey
Extensive data was collated on 3 January 2018 (holiday peak), and 17 and 22 February 2018 (off
peak weekend and week day). The data was analysed to identify:
the root causes of traffic congestion
quantify constraints, and
identify baseline traffic and parking volumes for peak/shoulder/off peak in the Hastings
Street and Noosa Junction precincts.
Details of the data and analysis on that data is contained in Attachment 3 to this report.
