The amount of visitor accommodation available within Noosa Springs has been declining in recent
years. More recently with the pandemic, current owners are choosing to make personal use of the
existing accommodation, which is a similar trend occurring within Noosa and other coastal areas.
The owner of Noosa Springs Golf and Spa Resort intends to provide high quality purpose built
luxury visitor accommodation to cater for the existing and growing demand (discussed below).
The site is generally centrally located within an existing urban area of Noosa Heads and is located
about 4.5km (about an 8 minute drive) from Hastings Street and Noosa Main Beach. The site is
located on the eastern side of Noosa Springs and is bordered by Resort Drive to the north, east
and south and the golf club to the west.
The subject land and the proposed development is removed from other residential premises, with
the closest residential development being “Parkridge Noosa” to the southeast. The “Parkridge
Noosa” development comprises 155 multiple dwellings within formerly known Precinct F. The
closest other residential development is “The Oasis” comprising 27 residential dwellings to the
northwest (refer Figure 1).
The Noosa Springs Golf and Spa Resort is about a 30 minute drive from the Sunshine Coast
Airport.
Background
The existing Noosa Springs Golf and Spa Resort development is but one part of the Noosa Springs
development. It is comprised of a number of development precincts under a former Special
Facilities Zone with a Plan of Development (POD), which was established in about 1993, under a
superseded planning scheme (the then Schedule to the Planning Scheme 1985 and the 1997
Strategic Plan). The Special Facilities Zone was also obtained under the superseded Local
Government (Planning and Environment) Act 1990 and is not a continuing approval under the
Planning Act 2016.
The POD comprised a number of development precincts intending to provide for residential
housing (Precincts A, B, C, D, E1, and E2), sport and recreation facilities (Precinct G), and a Resort
Hotel (Precinct F).
Under the POD it was intended to provide long-term permanent residential living in the residential
precincts. The sport and recreation facilities in Precinct G included the 18 hole championship golf
course and the other facilities forming the existing Noosa Springs Golf and Spa Resort.
Importantly, it was always intended to provide short-term visitor accommodation in the form of
a Resort Hotel within Precinct F, where the “Parkridge Noosa” development is now located (refer
Figure 1).
The POD provided for the residential precincts having the following maximum density yields:
• Precinct A – 76 dwellings units;
• Precinct B – 90 dwelling units;
• Precinct C – 180 dwelling units;
• Precinct D – 168 dwelling units; and
