completed and provides for 155 Multiple Dwelling Units and Associated Facilities - Theatre,
Restaurant, Shops & Function Rooms (refer Figure 2). The development is constructed to the
south of the proposed development, being up to three storeys in height and constructed in part
along the ridgeline, running north south and presenting directly towards Lake Weyba.

The application for the “Parkridge Noosa” development was made under a superseded planning
scheme. The use applied for was Multiple Dwelling, which stated … any premises used or intended
for use for 3 or more dwelling units. A dwelling unit was defined as … a building or part of a building
used or intended for use as a self-contained dwelling place for the exclusive use of one family.
The approval predated the Noosa Plan 2006, which provided for a separate visitor accommodation
use; however, this land was included within the Semi-Attached Housing Zone at that time. Under
the more recent Noosa Plan 2020, the use of the dwelling units for Short-term accommodation,
including Airbnb and Stays, would require a separate development approval; however, condition
4 of the development approval (132005.1133.6) provides for the use of the dwelling units for
visitor accommodation. Despite this, unless restricted by a condition of approval, the multiple
dwelling units within the “Parkridge Noosa” development could be used for either permanent
residential living and or visitor accommodation. The dwelling units within the “Parkridge Noosa”
have been constructed and separately titled, which means the dwelling units can be owned and
used as a principal place of residence.
While some owners might choose to use their dwelling units for visitor or short term
accommodation, this would fall well short of the community benefit expected to be offered by a
Resort Hotel development within former Precinct F, as originally intended.
It is noted the current Noosa Plan 2020 includes this land (Precinct F) in the Tourist
Accommodation Zone, which intends that the land be used for tourist accommodation purposes.
In fact, the Noosa Plan 2020 specifically identifies this land to be protected for the purpose of a
Resort Complex or short-term accommodation to the general exclusion of permanent residents,
which now cannot be realised1. Part of the subject land is also included within the Tourist
Accommodation Zone, which is also intended for tourist accommodation2 (discussed below).
