Noise Environment report included as Appendix E of this Report. Modelling results presented
demonstrate that potential for non-compliances for the sources considered, particularly for
evening and night time periods was possible. Restricting the operations at the proposed
development to daytime only (i.e. 7am to 6pm) would provide a means of managing noise
impacts, although marginal non-compliance is predicted for one receptor for the daytime.
The preferred methodology to limit potential impacts to surrounding receivers would be the
adoption of manipulating the siting of noise generating activities away from sensitive areas. This
may be through the addition of intervening structures and barriers i.e. buildings for each
allotment be placed adjacent to the western or southern boundary so as to prevent noisy activities
carrying to the sensitive receivers. Further modelling was undertaken assuming attenuation
measures were in place with results showing full compliance with the exception of the operation
of the air conditioning/refrigeration plant at night time, which marginally exceeded the
guidelines. Full compliance may be achieved if the air-conditioning unit was placed on the
ground rather than rooftop.
In order to comply with the EPP (Noise), noise from the proposed use should not exceed the
levels summarised in Table 7 below.
TABLE 7: Compliance Noise Limits Based on Background Sound Levels for
Proposed Sources or Places to Protect Established or Proposed
Dwellings and Other Noise Sensitive Places
Atanas, ‘Noise sensitive place _ Commercial place
Daytime (7am to 6pm} Background + 5 dB(A) Background + 10 dB(A)
Evening (6€pmto 10pm) Background + 5 dB(A) Background + 10 dB(A)
LNight-time (10pm to 7am) Background + 3 dB(A) Background + 8 dB(A)
Compliance limit levels are measured as the average of the maximum A-weighted sound levels
adjusted for noise character measured over a 15-minute period.
Overall, the potential for the proposed development to generate significant noise and cause
nuisance to sensitive receptors is considered to be minimal, however consideration should be
given to mitigating any potential noise impacts on existing or possible future residences. Ideally
