LSA Ref: 45-021 4.2.3 proposed development will have limited impact on the rural character of the wider locality, with proposed buffering of industrial land uses seeking to address existing amenity issues resulting from the previous and ongoing use of the land . The proposed development will not conflict with the objective of maintaining and enhancing the environmental values found within the Rural Conservation designation as set out in Objective 13.3.4 of the Plan. The proposed development will incorporate substantial vegetation buffer areas comprising some 3,37ha or 31.6% of the site area within parkland around the perimeter of the parent allotment that will not only contribute to screening of the development and minimise adverse impacts on the amenity of the area, but will also contribute to the rehabilitation and enhancement of environmental values of the site, which have been highly degraded as a result of previous and ongoing land uses. Strategic Aims The Strategic Plan sets out a series of Strategic Aims for each of the various preferred dominant land use designations and planning issues nominated in the Plan. The Strategic Aims considered most relevant to the proposed development have been generally derived from Section 13.3 of the Strategic Plan and are considered below: Section 27.1.3 - Strategic Aims for Agriculture Strategic Aim 27.1.3.1 seeks to conserve good quality agricultural land by preventing encroachment or alienation by incompatible land uses. The proposed development will not result in any further encroachment or alienation of good quality agricultural land given that the proposal involves the redevelopment of an existing industrial site. Strategic Aim 27.1.3.3 seeks to protect sustainable agriculture operating on land not identified as good quality agricultural land from encroachment or alienation by incompatible land uses. The proposed development will not result in any further encroachment or alienation of sustainable agriculture operating on land not identified as good quality agricultural land as the proposal involves the redevelopment of an existing industrial site and will incorporate substantial vegetation buffers around the site perimeter. 14 November 2005 Department of State Development, Trade and Innovation Page: 43 Planning Report
