LSA Ref: 45-021 Section 27.4.3 — Strategic Aims for Environmental Management Strategic Aim 27.4.3.1 seeks to protect fauna, flora and habitat and ensure that development does not jeopardise the long term diversity of species and habitats. As no clearing of significant vegetation will occur and no significant habitat has been identified on the land, the proposed development is deemed to be consistent with this aim. Industrial activities occurring on the allotments will be separated from adjacent properties by a 30 metre wide vegetation buffer area as shown on the plan of development. The inclusion of temporary sediment and erosion control, as well as permanent stormwater drainage and quality management systems and site rehabilitation will ensure compliance with Strategic Aim 27.4.3.2 which seeks to ensure that soil resources are not eroded, degraded or otherwise depleted, as a consequence of development. Water quality management will form an important component of the development. The results of MUSIC modeling undertaken for the site indicate that no decline in water quality will occur as a result of the development in accordance with Strategic Aim 27.4.3.3 of the Plan. Connection of the site to Council’s reticulated sewerage infrastructure and decommissioning of the on-site disposal system is anticipated to also be beneficial in achieving this outcome. Redevelopment of the site will result in the establishment of a substantial buffer to screen industrial development from adjoining properties. This will assist in complying with Strategic Aim 27.4.3.12 which seeks to maintain the distinct character of the Shire. Landscaping will incorporate species that are endemic to the locality ensuring compliance with Strategic Aim 27.4.3,21. Section 27.5.3 — Strategic Aims for Industrial Development The development site, which is relatively unconstrained by significant environmental issues, is well-situated in relation to servicing the Noosa Shire being located in close proximity to a potential labour force residing in Cooroy, as well as being in close proximity to the railway line at Cooroy and the Bruce Highway. Given technological advances and the diversification of traditional industrial activities, it is likely that the uses onsite will consist of clean, environmentally conscious and service based industry in a manner consistent with Strategic Aims 27.5.3.1 and 27.5.3.2. The site is located in close proximity to major transport routes of rail 14 November 2005 Department of State Development, Trade and Innovation Page: 44 : Planning Report
