leddy sergiacomi & associates pty. Itd. LSA Ref: 45-021 and road on the edge of the Cooroy township which is defined as the rural portion of the Shire’s dominant industrial centre. In this regard, the proposal is consistent with Strategic Aim 27.5.3.4, which commits Council to the provision of an adequate supply of appropriately located industrial land. It is arguable that Council has designated sufficient land within the Cooroy township to date for future industrial development (refer Section 6.1 of this report), and the proposed development is seen a primary measure in ensuring this requirement is met. The proposed development complies with Strategic Aim 27.5.3.5 in ensuring that industrial development adheres to the Strategic Principles and Development Principles nominated in the Strategic Plan. This is particularly evident in that the proposed development will remediate many of the existing environmental issues on the site and will ensure that the quality of stormwater discharged from the site is in accordance with Council’s water quality objectives. Section 27.8.3 — Strategic Aims for Water Supply The proposed development will incorporate a major stormwater quality management system to ensure the water quality discharged into the drainage line downstream of the site is consistent with the water quality objectives conveyed by Council officers for the site. The development site is serviced by reticulated water in accordance with Strategic Aim 27.8.3.2. Accordingly, the proposed development is deemed to comply with the relevant Strategic Aims for the locality. SCHEDULE TO THE PLANNING SCHEME Zone The land is currently included in the Rural Catchment Zone under the Schedule to the Planning Scheme. Council’s scheme articulates that this zone includes the majority of lands within the Lake Macdonald dam catchment area. Protection of the water supply source from intensive land uses and subdivision is intended. Approvals for subdivision and approvals in accordance with Section 2.2.1¢ will only be granted where it has been clearly established that detrimental effects upon water quality will not arise. 14 November 2005 Department of State Development, Trade and Innovation Page: 45 Planning Report
