Division 21 — Reconfiguring a Lot Code
All allotments will be serviced by reticulated water, sewerage and electricity and will be
connected to telecommunications infrastructure. A high standard of access from a cul-de-sac
extending from Holts Road will be available for all allotments.
While the proposed development largely conforms with the requirements of this code in terms of
area, access requirements and serviceability, Table 14.54 details that no further subdivision is
permitted within the rural areas falling within the Lake Macdonald catchment. This creates an
anomaly in the scheme in that the scheme seeks to promote the development of the site for
industrial purposes without allowing the subdivision of the property into more manageable areas
of land. This anomaly also continues throughout the scheme in that Table 14.55 also suggests
that no further subdivision of industrial land is to occur in nominated industrial land within the
Cooroy township, yet the Character Statement in Part 6 of the Draft Scheme articulates that
Cooroy contains one of the Shire’s industrial estates with capacity for considerable growth and
diversity. Given that a large number of the allotments included in the Industrial Zone have
already been developed, it is difficult to resolve how capacity for growth and diversity exists in
the absence of subdivision and therefore this application relies on the discretion of Council to
bring a clear resolution on this matter.
