4. Town Planning Application_Medihub_ST
Overall, the proposed hours of operation are considered compatible with the existing and intended character of the area, and the use will not adversely impact surrounding uses within the tenancy building or broader business centre. Staffing The concept of Pronto Pilates (or any similar Indoor Sport and Recreation use) will provide on- screen classes that will guide members through the 40-minute class. As this exercise activity will be taught on-screen there is no need for staff during operational hours. This significantly reduces the demand for staff parking, with only customer parking required. To ensure the tenancy remains safe and well maintained, regular site visits will be undertaken by the Pronto Pilates Regional Manager who is based on the Sunshine Coast, managing other existing studios in the area (Buderim, Caloundra). Contact information will be available to studio members, and on the Pronto Pilates website for the Regional Manager (contactable 24 hours, 7 days a week). The studio will also be cleaned daily and report to the Regional Manager. Parking Demand and Integration with the wider Noosa Civic Centre The parking rate under the Planning Scheme for Indoor Sport and Recreation (1 space per 20m2) is the same as Health Care Service (1 space per 20m2) and therefore the proposed use does not create any additional demand. The proposed Pilates studio is expected to generate a low parking demand, primarily due to the small studio class (12) and the absence of on-site staff for the operational hours. The most in demand classes have been the early mornings (5:15 am–8:00 am) and late afternoons/evening (4:30 pm–10:45 pm) to suit members daily working hours. The class times intentionally fall outside the traditional peak trading hours of Noosa Civic Centre and business uses generally (typically between 8:00am and 5:30pm). The class schedule ensures that the use can take advantage of the existing surplus in car parking supply during off-peak hours. As a result, the Pilates studio will have less of an impact on daytime parking availability for other tenancies and will not contribute to parking demand during core retail hours. With no staff required onsite, staff provision is removed and further reduces parking requirements the parking infrastructure. The Traffic advice memorandum and a parking demand assessment previously undertaken in relation to the Medihub site confirms the approved parking rate calculation for future tenancies– ‘Car parking at a rate of 4.79 spaces per 100sq.m GFA’, which results in 6 parking spaces available for this tenancy. In addition, the cancer treatment tenancy had 16 parking spaces approved which equates to a provision of 3.22 spaces per 100sq.m GFA. As only 9 spaces are required using this rate, an additional 7 spaces have been provided. As part of the 2024 minor amendment (Council Ref: MCU22/0038.02), this surplus had been adjusted from 7 to 5 spaces, meaning a surplus of spaces currently exists. Noosa Civic (owned and managed by Stockwell) also benefits from a large number of accessible carparks, in addition to the bus station just a short walk away. Furthermore, the SLR statement that was submitted with the 2024 minor change, conducted a spot survey on a peak morning on the 30 October 2024. It was observed that there was ample
