4 Traffic Impact Assessment
4.1 Existing Site Traffic Generation
To gain an understanding of the traffic which could have been generated by the site’s approved use, an
18‐hole golf course, reference has been made to trip generation rates within the Institute of Transportation
Engineers (ITEs) ‘Common Trip Generation Manual’ 10th Edition.
The recommended trip generation rate for a golf course is 0.28 trips / acre. On the basis of a 67 acre golf
course (estimated), the anticipated peak hour trip generation would be in the order of 19 trips.
As public use of this facility will cease, this traffic will no longer be generated.

4.2 Anticipated Site Traffic Generation
Private Vehicle: Passenger Car
Traffic surveys coordinated by BMC Traffic at Luther Heights Youth Camp, a similar facility to that proposed,
recorded the following trip generation rates:
     AM peak hour traffic generation: 0.045 trips / bed (50%in / 50% out).
     PM peak hour traffic generation: 0.012 trips / bed (50%in / 50% out).
Application of these rates to the proposed 300 bed facility estimates:
 AM road network peak hour: 14 trips / hour.
 PM road network peak hour: 4 trips / hour.
The private vehicle trip generation will be associated with staff use. The empirical car parking demand
assessment anticipates a demand for 37 vehicles, which is considered reasonable on the basis of car
sharing.
It is assumed that these will arrive and depart each day, as such, 74 vehicles per day are forecast.

Buses
It is expected that campers and school staff will arrive by bus, outside of road network peak periods. As per
the parking assessment (see Section 3), adopting a capacity of 55 persons per bus anticipates a total of
7 buses to transport the persons associated with 300 beds.
For peak season, assuming two camp groups, per village, per week, results in an anticipated:
     28 buses / week.
     56 bus movements / week.
This is based on arrivals on Monday and Wednesday, and departures on Wednesday and Friday.
Furthermore, it is assumed each bus is individually booked, and not back‐loaded.
