GENERAL COMMITTEE MEETING AGENDA 15 NOVEMBER 2021
Each member of the Evaluation Panel read and declared that they understood and accepted
the probity requirements, which includes a declaration of conflicts of interest and
confidentiality.
The tender submission from The Traffic Design Company Pty Ltd proposed design services
for traffic management plans and traffic guidance schemes and did not provide a response
specifically for traffic control services. Therefore, the tender from The Traffic Design Company
Pty Ltd was not evaluated as it did not provide the complete traffic control service sought by
Council.
A pricing scenario was developed to evaluate the pricing (schedule of rates) based on current
traffic control activities. The lowest priced submission was tendered by Traffic Management
People Pty Ltd ATF the Abrahamson Family Trust. The pricing by Traffic Management People
Pty Ltd ATF the Abrahamson Family Trust was consistent with the current contract rates with
very little deviation.
The tender evaluation panel completed the evaluation process and considered Traffic
Management People Pty Ltd ATF the Abrahamson Family Trust t/as Traffic Management
People to be the most advantageous to Council.
Council was advised on 18 October 2021 that Traffic Management People Pty Ltd ATF the
Abrahamson Family Trust t/as Traffic Management People was sold to Traffic Management
People No.2 Pty Ltd effective 1 October 2021.
At Council’s Ordinary Meeting of 21 October 2021, Council resolved to defer the tender award
to enable the CEO to provide advice at a future Council meeting regarding finalising this tender.
Council’s Procurement Team reviewed the tender, including seeking advice regarding the sale
of the preferred tenderer in the context of the tender evaluation and proposed award.
Council’s Procurement Team subsequently formed the view that the tender from Traffic
Management People Pty Ltd ATF the Abrahamson Family Trust t/as Traffic Management
People could not be accepted (as that entity could no longer provide the services as tendered)
and that the new entity Traffic Management People No.2 Pty Ltd could not be considered under
this tender process as it had not submitted a tender.
Subsequently, the tender evaluation panel reconvened to consider its initial recommendation
in light of the above, and as a result the panel concluded that, of the submitted tenders capable
of acceptance, the tender from Verifact Traffic Pty Ltd was the most advantageous to Council,
presenting the best value for money, including demonstrating the following:
High level of experience and capability;
Adequately resourced;
A detailed methodology demonstrating their understanding of the scope;
Contributing to the local economy with locally based staff; and
Third party accredited and certified management systems for Quality Assurance and
Occupational Health and Safety.
Attachment 1 – Evaluation Spreadsheet presents the evaluation outcome of the conforming
submissions against the above criteria.
3. Next Steps
Subject to award, Verifact Traffic Pty Ltd will commence providing traffic control services to
Council on 22 November 2021 after the existing contract for traffic control services expires on
21 November 2021.
