Where Council intends to develop separate Asset Management Plans, divided along functional, asset
class and facility lines, the rationale for these choices should be clearly stated in the SAMP. This will:
    •   ensure that all users of the Asset Management System have a clear understanding of where
        to find guidance on a specific asset; and
    •   assist with clarifying the boundaries of these plans, ensuring that there are no assets within
        the scope of the Asset Management System that are missed or covered twice in the plans.
