4 THE PROPOSAL
4.1 OVERVIEW
The proposed development seeks to establish a three (3) storey multiple dwelling development (comprising
96 units) to the immediate south of the existing Noosa Civic Shopping Centre, fronting Hofmann Drive. The
proposal provides a design outcome that is commensurate to the site’s immediate context as well as its
locality within Noosa. The proposal provides a quintessential Noosa ‘village feel’ unit product, at a size that
assists with achieving greater housing affordability, choice and diversity in the Noosa Shire.
Formally, the development application seeks approval for:

• Development Permit for Material Change of Use for Multiple Dwellings (96 Units)
The proposal provides for an appropriate product mix of 1, 2 & 3 bedroom units which range between 55m2
100m2.

4.2 PROPOSAL DETAILS
The proposal involves the establishment of a three (3) storey residential apartment complex, across three (3)
separate buildings, and one level of basement car parking.
A substantial and consolidated communal open space area is positioned at the northern end of the site, in
the centre of the residential buildings.
The proposal seeks to gain vehicular access (including servicing) via a single access point off Hofmann
Drive.
The built form is emersed in a bushland setting, through the provision of substantial vegetation buffers
around the perimeter of the site, in particular the front (Hofmann Drive) and the rear adjoining the Noosa
Civic Shopping Centre.
The proposal provides a complementary, yet important, supporting role in the function of the Noosa Business
Centre as a major activity centre for the Noosa Shire, intended to include a mix of land uses including office,
retail, entertainment and other business uses, together with residential. The Noosa Business Centre is
intended to accommodate a significant portion of the long-term economic growth in the Noosa Shire, which is
sustained through the strategic co-location of residential uses. This also allows residents to live in close
proximity to a range of goods, services and high-frequency public transport.
Of note, the development will assist one of Noosa Council’s primary objectives provided in Noosa Plan 2020
being the delivery of accessible, diverse and affordable communities.
Key aspects of the proposed development include the following:

      • A total of 96 residential units over three storeys, with 135 basement car parks (including 127 resident
          spaces and 8 visitor spaces).

      • A total site cover of 40.15% and a plot ratio of 0.74:1.

      • A mix of dwelling types, including 27 x 1 bedroom, 57 x 2 bedroom and 12 x 3 bedroom units. All
dwellings are proposed to be small dwellings as defined under the Noosa Plan 2020, as they are
          100m2 or less in size.

      • Vehicular access to the development (including service vehicles) is proposed to be obtained from a
single driveway crossover from the Hofmann Drive frontage.

      • Each residential unit has access to sufficient private open spaces (via courtyards or balconies) as
well as ground level communal open space and facilities situated at the northern part of the site.
An overview of the key aspects of the development proposal are summarised in Table 2 below.
