Town Planning Report - Car wash & Food and drink outlet
“Adamson Town Planning, specialising in providing higher order town planning advice”
Introduction
The development application is for a material change of use for a car wash and small takeaway
food and drink outlet located at 34 Elm Street, Cooroy.
The subject land is a corner site located on the eastern side of Elm Street and has frontage to
Diamond Lane and Opal Street, described as Lots 4-6 on RP7269890 (subject land). The site is
uniquely located between two existing service stations with ready access to both Diamond
Lane and Opal Street and is also opposite the Cooroy Railway Station (refer Figure 1).
The applicant has engaged with the local community and obtained a number of letters of
support from key stakeholders in the local community (refer Appendix A). Further, the
proposed development has been designed by a specialist car wash designer who has provided
statement about the merits of the car wash in this location and Noosa Hinterland more
generally (refer Appendix B).
The development application is supported by a number technical reports, including:
• Economic Needs Assessment
• Traffic Impact Assessment
• Environmental Noise Assessment; and
• Holistic Stormwater and Waste water Management Plan.
The assessment has revealed there is a significant need for the proposed car wash with no
other facility being available within Cooroy or the Noosa Hinterland. In fact, the nearest car
wash includes the two existing facilities within Noosaville along Noosa Eumundi Road (Noosa
Car Spa) and Lionel Donavan Drive (F1 Car & Dog Wash), which are well removed from the
Cooroy locality, being about a 15km drive to Noosaville.
If approved, it is highly likely that local residents and visitors to Cooroy would utilise the
proposed car wash when undertaking other trips when passing the site or utilising the existing
service stations to the north and south. It is noted these are the only service stations within
the Cooroy locality.
The site is well located for a car wash having three road frontages and has good accessibility,
in a location already serviced by the two service stations. Further, the design of the
development is unique, exhibiting a built form and scale that is sympathetic to, and in keeping
with, the modern town character of Cooroy.
For reasons explained below, there are significant environmental benefits by providing a car
wash in the local area, which will ultimately lead to fewer cars and other vehicles being washed
at home in the driveway, where waste water is discharged to the stormwater system and by
overland flow to local waterways, including the Lake MacDonald Dam catchment. Further, is
likely to also adversely impact ground water.
