PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 2 FEBRUARY 2016
2. Implementation Plan
As outlined above, it should be noted that the LEP builds on the work undertaken in earlier
economic strategies. As such, this implementation plan does not start from scratch. It aims
to:-
Continue initiatives already underway which support the LEP;
Identify some “low hanging fruit” issues in the LEP which can be commenced
immediately without any additional financial resources;
Identify other LEP initiatives that can be initiated immediately using the $60,000# which
was allocated by the Council in the 2015/16 budget for implementation of the plan;
Identify what other high priority LEP initiatives can be considered by Council in the
2016/17 budget process; and
Identify what other LEP initiatives (lower priority issues##) can be done in future years.
#
Council allocated $60,000 in the 2015/16 in anticipation of the LEP being finalised during
the 2015/16 financial year. Council recognised that it would want to commence some
initiatives during the financial year rather than waiting until the next budget to begin
implementation. Council also allocated $10,000 towards preparation of the LEP but only
$2,500 as much of the work on the plan was done in-house.
##
The LEP identified that is was not possible for everything to be done straight away. The
LEP identified 4 different categories of priorities:-
Ongoing – initiatives already underway and to continue through the life of the strategy;
Priority 1 – focus for years 1 to 3 of the LEP;
Priority 2 – focus for years 2 to 4 of the LEP;
Priority 3 – focus for years 2 to 5 of the LEP.
The LEP Implementation Plan (refer Attachment 1), identifies current, early implementation
and priority 1, 2 & 3 projects that will be implemented across a 5 year time frame. It also
notes the Council branch responsible for delivery of specific projects and budget estimates
across the remainder of the 2015-16 financial year and upcoming 2016-17 financial year. It
also provides a description of the project and its objectives.
The projects contained in the LEP Implementation Plan will be delivered in collaboration with
the community and key stakeholders. The LEP identifies priority economic areas and key
industry sectors, namely:-:
Industry Diversification Priority Sectors
- Health & Wellbeing
- Digital Economy
- Environmental Industries
- Rural Enterprise
- Creative Industries
- Professional Services
Effective Land Use Planning
Enterprise Support
Essential Infrastructure
Skilled & Connected Businesses.
