GENERAL COMMITTEE MEETING AGENDA 12 January 2015
Figure.2 – Site Cover Plan (The Purple areas represents the site cover of the garage level; The
Green is the site cover of the visible elements of the garage and ground level)
Due to the topography of the site and the design of the building, the majority of the garage level
is not visible and is set into the hill. The green area on the above plan shows the parts of the
building 1m or more above natural ground level. These areas amount to only 43% of the total site
area. The applicant also indicates that over 1.8m of fill is planned on top of the buried garage
levels to provide for lawn/podium areas on the ground level with the pool. The upper storey of the
development has a site coverage of 272.6m2 (24%). Given a large portion of the garage will not
be visible, the proposed site cover is acceptable and consistent with the Specific Outcomes,
being compatible with the surrounding development.
The application includes a landscaping plan, showing extensive vegetation around the building,
to limit the perception of bulk to the adjoining Mitti Street frontage. The landscaping plan
indicates that 19% will be soft landscaping, and another 5% of landscaping area located above
the proposed garage level. This will bring the total area of landscaping up to 24%.
The split level design with open recreating areas at the ground level is considered a reasonable
response to developing the sloping site and meets the Specific Outcomes of the code pertaining
to site cover.
Setbacks
The Probable Solutions of the Code seek a 6m setback from both road frontages. The
development maintains a 3.9m setback along the pool edge and a 4.5m setback along the rest of
the façade to Mitti Street. The pool edge is also setback 2.5m from the Park Road frontage and
parts of the podium level adjacent to the pool will be retained along the boundary to match in with
the topography and terracing of the site.
The landscape plan identifies substantial landscaping is proposed within the road reserve and in
the north eastern corner of the site, adjacent to the retaining walls. 3-4m high feature pandanus
trees are proposed within this corner to visually minimise the bulk of the building, so as not to
visually dominate the Mitti Street or Park Road frontage.
