INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 1 MARCH 2016
Conclusion
A digital hub/IT enterprise is likely to diversify and enhance the local economy from its
reliance on the cyclical nature of the development and tourism industries and has every
chance of success at this site.
It is suggested the population growth in the Peregian catchment will drive demand for
existing office space vacancy and potential other sites limiting the impact of expanded
commercial offering.
Retail and service type businesses in Peregian will benefit from the spend of users of the
digital hub/IT enterprise premises and additional proposed car parking in the Rufous St
Precinct.
5. Town Planning Considerations
Under the Noosa Plan 2006, the subject land is located in the Eastern Beaches Locality.
Specifically, the part of the subject land at 253 and 255 David Low Way is included in the
Community Services Zone, while the land at 5 to 7 Rufous Street is included in the Open
Space Recreation Zone (refer Figure 1 below).
Under the Noosa Plan 2006, the intended uses on the land include the IT Enterprise Digital
Hub, which is defined as Commercial Business Type 1 Office use, with the ancillary coffee
shop being defined as Entertainment and Dining Type 1 Food & Beverages. The new
Peregian Beach Community House would be defined as a Wellbeing Type 2 Social use.
Within the Community Services Zone, both the IT Enterprise Digital Hub and ancillary
coffee shop would be subject to impact assessment requiring public notification. It is noted
that the coffee shop is considered to be a consistent use where in conjunction with a
Community Use.

Figure 1 – Zoning Plan
While a Commercial Business Type 1 Office use is not a consistent use in the Community
Services Zone, there is some support for this type of use at this location under the planning
scheme. The planning scheme specifically intends office uses to be established on the
western side of David Low Way, from 215 to 253 David Low Way. This includes part of the
subject land where the existing carpark is located. Consequently, the proposed office use is
generally supported at this location.
