INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 1 MARCH 2016
Having regard to the conclusions in the economic report provided, the level of need for this
type of use (IT Enterprise Digital Hub) in the Peregian Beach locality is significant. Further,
given the nature of the use, ultimately having access to high speed internet and providing
other co-working opportunities for start-up business and networking, the development will
provide significant community benefit.
The proposed new Community House building is to be located in the Open Space
Recreation Zone. The Community House is a consistent use in this zone and is therefore
supported by the planning scheme. It is noted however, that the proposed Community
House would also be subject to impact assessment, requiring public notification.
Having regard to the above and subject to compliance with other relevant provisions of the
planning scheme, both the proposed IT Enterprise Digital Hub and the new Community
House are supported at this location.
Considerable consultation has occurred with the development of the Master Plan, including
direct engagement with community groups during the design phase, the holding of a
community meeting and also allowing submissions to be received and considered. A
number of submissions have been received, mostly supporting the proposed Master Plan,
with some useful comments being provided. Consequently, the Master Plan has been
prepared through an open and transparent planning process with some amendments being
made to the Master Plan in response to the submissions received.
It is suggested that the proposed Master Plan achieves the necessary balance with respect
to the provision of open space and additional parking for the Peregian Beach locality, while
providing for innovative development, including the IT Enterprise Digital Hub with co-
working space for start-up business. Other facilities proposed including a new Community
House building centrally located with amenities, improved pedestrian linkages with an
activated frontage, along with open space areas that provide a play scape, viewing
platforms and a walking and cycling circuit, collectively will provide significant community
benefit. From a town planning perspective the proposed Master Plan is supported.
6. Proposed next steps
Following adoption of the Master Plan, the PCG is proposing to undertake the following
next steps:
Finalisation of the building designs for the proposed commercial and community
buildings on the Master Plan;
A Material Change of Use (MCU) application for an impact assessable development
permit be lodged;
The development of 2016/17 capital budget bids for the construction of Stage 1 of the
master plan to be considered by Council in the 2016/17 budget process;
Lodging an application to the August 2016 round of the Federal Government’s
National Stronger Regions Fund.
