4.0 IMPACT ASSESSMENT

Appendix 3A of the TMR Road Planning and Design Manual (RPDM) suggests that service
stations with a convenience store can generate 66 trips per hour per 100m2 GFA and that a small
food outlet can generate up to 12 trips per hour per 100m2 GFA. Utilising these rates, the traffic
generation associated with the subject land is estimated conservatively, as shown below.

                                                                                        Total Traffic Generated

                                                                    TOTAL 143

As summarised in Table 4-1, an hourly peak generation of 143 vehicles has been assumed to
access the proposed development. It is generally accepted that there is a significant level of
“drop-in” or multi-purpose trips associated with service station developments. Given the location
of the site on a major arterial road it is considered reasonable to assume a “drop-in” rate of up
90% in the peak hours.
Therefore, it is estimated that the site will generate a total of 25 new vehicles per hour, including
14 trips per hour for the service station and 11 trips per hour for the food outlet shall be adopted.
Furthermore, as discussed in Section 2.1, the site is occupied by a number of commercial
businesses, which currently includes an Autopro Parts Professional and a snack bar. The total
commercial area is approximately 600m2 which currently generates traffic to and from Eumundi-
Noosa Road.
The amount of new traffic generated by the development is considered to be negligible based on
a high proportion of drop in trips associated with the service station use and existing traffic
generated by the site and it is assumed that the development will have an insignificant impact on
the operation of the external road network. Furthermore the location of a roundabout to the north
and the south of the proposed site are expected to facilitate any U-turn traffic with southbound
traffic travelling to and from the site. No further analysis on the external network is required.
