SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 NOVEMBER 2019
6 Recommendations of the Draft Cooroy Sports Complex Master Plan
Recommendations contained within the Draft Cooroy Sports Complex Master Plan relate
primarily to facility and playing area upgrades to improve functionality with an emphasis on
shared use of fields and amenities, Consideration was also given to the multiple tenure
arrangements across the site and how this impacts on future infrastructure development. The
need for pedestrian/cycle connectivity to the new Hinterland Playground and Cooroy Township
was also taken into account in the development of the recommendations. Major
recommendations of the draft plan include:
Expansion of the Cooroy Gymnastics Centre
Upgrade/redevelopment of shared club amenities to support an increase in participation
particularly relating to the establishment of female teams
Installation of environmentally sustainable infrastructure such as LED lighting, water
harvesting and solar panels
Playing field upgrades including field lighting, turf, irrigation and drainage improvements to
improve functionality
Expand existing pathways and create new pathways to improve cycle and pedestrian
movement to and through the site
Improve visual amenity and recreational functionality through appropriate landscaping,
improved signage (including wayfinding), picnic area, shade, fitness equipment etc.
7 Proposed Community Consultation
Community consultation on the draft plans will be conducted through Council’s Your Say Noosa
website, with public submissions open from 22 November 2019 to 22 December 2019. Key
stakeholders including sporting clubs, SLOs and State Government Sport and Recreation
Advisors will be emailed copies of the draft Master Plans and provided with the opportunity to
provide further comments on the draft plans.
8 Next Steps
Following the community consultation on the Draft Noosa District Sports Complex Master Plan
and the Cooroy Sports Complex Master Plan, the final project components proposed are:
Collation and review of community and stakeholder consultation
Development of Final Master
Consideration of the Final Master Plans by Council
Previous Council Consideration
Nil.
Finance
Funding of $50,000 for the development of the draft Master Plans was allocated in the 2018/19
and 2019/20 budgets. This has been predominantly used to engage the external consultants.
The draft Master Plans propose a range of infrastructure changes and improvements which have
financial implications. The financial responsibility for these improvements will be shared between
various stakeholders including Council and the clubs at each complex. Sporting clubs typically
rely on Master Plans as an evidence-based starting point to access external grants and to lobby
State and Federal Governments for specific project funding. Once the final Master Plans have
been adopted, the implementation of any new initiatives contained within the Plans will need to
be considered within Council’s annual budget process and priorities both now and into the future.
