SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 NOVEMBER 2019
2. Project Scope
The project and contract has been broken into the following scope portions:
Portion 1 (Blue outline)
Construction of a new roundabout at the Hilton Terrace - Ernest Street intersection including
associated stormwater, pavement, signage and landscape works. Also includes the
formalisation and sealing of the Earl Street car parking and the tie in of the off-road cycleway
with Ernest Street.
Portion 2 (Green outline)
Construction of a new indented parking bays, driveways/cross-overs, on-road cycle lanes
and associated stormwater, pavement, signage and landscape works between Hilton
Terrace / Ernest Street intersection and the bowling club (Hilton Esplanade).
Portion 3 (Red outline)
Construction of new and replacement stormwater piping and culverts (and reinstatement of
disturbed/impacted pavement and landscape areas). The section of off-road cycleway
highlighted in red has been completed separately.
Portion 4
Civil works related to the relocation of Energex utilities to allow the installation of stormwater
infrastructure covered in Portion 1.
The completion of the Hilton Terrace - Ernest Street intersection works (Portion 1) is the priority.
This is the main driver for this project, aiming to improve traffic flow and safety at the intersection.
Portion 2 is intrinsically linked to Portion 1, with the continuation of the on-road cycle lanes linking
to the existing network at the eastern end of Hilton Terrace. It also includes the construction of
indented parking bays and new driveways/cross-overs which has been communicated to
residents. The utility relocations for Portion 2 have been completed. The road surface is nearing
the end of its life and will likely fail in the near future. If this portion is not completed, there is likely
to be a significant impact on the community.
