SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 NOVEMBER 2019
Portion 3, although not fully designed was added to the contract due to the economies of scale
achievable by undertaking these works in conjunction with Portions 1 & 2. These works increase
the stormwater capacity and renew some existing infrastructure that has been identified as part
of the asset renewal strategy. The stormwater works associated with Portions 1 & 2 do not rely
on the completion of this scope. The funding of this portion should be an asset management
decision on the basis that it is mainly renewal, provides for additional capacity and a potential
incremental improvement of the stormwater network performance. This scope could be a discrete
project in the future.
Portion 4 works are required if the stormwater drainage as originally designed in Portion 1 is
installed. The cost is roughly split 50/50 between the civil works to install electrical conduits and
the Energex charges to complete the relocation/connection. The civil work costs may be reduced
by modifying the construction methodology, however this may have a greater impact on mature
trees in the area of works. An alternate design has been developed which negates the need to
undertake these works, although it will reduce the performance of this stormwater culvert. This is
unlikely to be an issue but if it does arise, the alternate design does enable these works to be
undertaken sometime in the future.
Based upon the above, Portions 1 & 2 are proposed to be completed and are the basis for the
remainder of this report.
3. Tender Process
Due to the value of the works being greater than $200,000 the works have been tendered in
accordance with the Local Government Act 2009. The Invitation to tender 1819T085 was
released via LG Tender Box on 2 August 2019. The tender closed on 29 August 2019 with six
contractors providing submission.
4. Tender Assessment
The Procurement Department conducted an initial review to identify any seriously non-
conforming tender responses. A number of responses were considered to be non-confirming and
were eliminated on the basis of marketing material and not true submissions. No late tender
responses were received. As a result, a total of 6 responses were accepted progressed to the
evaluation process.
The accepted respondents:
SI No. Respondent
1. Pentacon Pty Ltd
2. Hall Contracting Pty Ltd
3. Bellwether Contractors Pty Ltd
4. Koppens Developments Pty Ltd
5. Exceed Concrete Construction Pty Ltd
6. SGQ Pty Ltd
Although all four Portions were assessed, Best and Final Offers (BaFO) where invited for
Portions 1 and 2 in an attempt to normalise pricing, and allow bidders to review their commercial
submissions on the basis that this would be the most likely execution approach. This report has
been prepared based upon BaFO submissions.
