When using the hierarchy of control elimination must always be considered as the first control, and PPE as the
last. The 5 forms of control are summarised below;
▪ Eliminate - Elimination is the most effective control as the hazard is completely removed
▪ Substitution - Substitution can be used to substitute the hazard with something less dangerous
▪ Engineer / Isolate - Engineering or isolation of the hazard can be used as an effective risk control
▪ Administration / Training – Training, job rotation and supervision can be provided as a way of risk control
▪ PPE – PPE is the least effective control but can be used in risk control
When implementing control measures identified from a risk assessment, the below controls apply for the
applicable risk ratings;
▪ Extreme 18-25 - Any hazard assessed presenting extreme risk level will only be allowed to be controlled
using elimination and or engineering controls as the primary source of controls.
▪ High 10-17 – Any hazard assessed as presenting high or medium risk level will only be allowed to be
controlled using a combination of at least one engineering control and one lower level controls as
appropriate
▪ Medium 6-9 – Any hazard assessed as presenting high or medium risk level will only be allowed to be
controlled using a combination of at least one engineering control and one lower level controls as
appropriate
▪ Low 1-5 - Any hazard assessed as presenting a low risk level will be permitted to be controlled using a
combination of controls as appropriate, more than one lower level control must be applied if elimination and
or engineering controls are not practicable
Once controls have been established and implemented, a further risk assessment needs conducting to identify
if the control is effective in eliminating or reducing risk. If the controls in place are not effective additional controls
may be required.
It is compulsory for a tool box talk to be undertaken on completion of a risk assessment, evidence this has
occurred will be acknowledged on the Toolbox Talk Form IMS-05-52 and stored in the PCP.
