GENERAL COMMITTEE MEETING AGENDA 25 AUGUST 2014 Possible need to relocate the loading ramp within the dump point site; Mowing & ground maintenance; Possible access to their toilet amenities for an onsite caretaker; and Measures to prevent access to their water supply. 3. NOOSA PLAN CONSIDERATIONS The proposed use of “Self-Contained RV Overnight Area” is currently not defined within the Noosa Plan. Therefore to establish a Self-Contained RV Overnight park within any zone (including for a trial period) a material change of use application (MCU) will be required and it will be subject to “Impact Assessment”. The application will need to address amenity and flooding constraints associated with the site. As part of the MCU process conditions are applied to ensure compliance with Subordinate Local Law No 1, Administration – Schedule 10, Operation of Accommodation Parks. If the MCU is approved, the use must also obtain an annual approval under the local law and environmental health inspections are undertaken periodically. Amendments are being proposed to the Noosa Plan however an application can still be lodged in the absence of an appropriate definition and the planning assessment process will determine the appropriateness of the use in the proposed location. For caravan parks the Noosa Plan requires a 10m frontage and a total of 130m 2 area per site. For the RV vehicles the industry advice is a 6 metre wide frontage is required (including an allowance of 2 metres for a roll out awning) plus a further separation to ensure reasonable amenity. Under Subordinate Local Law No. 1 – the minimum separation is specified as 1.8 metres to allow for amenity and fire purposes. For the purposes of this report an overall frontage of 9 metres has been assumed in assessing capacity at each site, although the allowance could be reduced to 8 metres. It should be noted that the total area required varies depending on the length/overall footprint of the vehicle. 4. DUMP POINT & POTABLE WATER SITES 4.1 Site Options CMCA Criteria for a dump point (sewage & general waste) and potable water location include: located within the town precinct free of charge a turning circle of 35m to accommodate big rigs good access and easy to locate flood free Available 7 days per week (minimum daylight hours) Seven (7) sites have been identified as having potential and have been examined for their suitability to accommodate a dump point. While a dump point could be located within 70 Carpenters Road, it was not considered due to the site being eliminated from consideration for an overnight rest area. The results of the investigations are provided at Attachment A. Only two (2) of the potential sites can accommodate the requirements recommended by CMCA, but each has disadvantages. While it is proposed to not cater for “big rigs” at the overnight stop, it is desirable to still cater for the larger size vehicles at the waste dump point. Preliminary design estimates indicate the cost to develop a dump point at these locations to a very good standard would be approximately $65,000 (Fig 1) and $140,000 (Fig. 2). These amounts allow for considerable contingencies as no detailed investigations have been undertaken. Further detailed design including boundary survey and identification of services at both sites would be required to verify final costs. Page 44 of 60
