GENERAL COMMITTEE MEETING AGENDA 25 AUGUST 2014
It should also be noted that the preliminary cost estimates are based on a “holding tank”
arrangement (not connected to sewer). Council’s Plumbing Section considers it is more cost
effective to pump-out as required. However, it also creates issues with need for installation of
alarms, ongoing monitoring and costs to pump out. This can be further assessed at detailed
design stage. Concerns with theft of potable water would also need to be overcome through
restrictions on water flow or other measures.

Highly visible – easy to locate; may deter water Subject to flooding
theft etc.) High visibility also a disadvantage – e.g.
Easy access with drive through access style provision of waste bins would be an “invitation
generally preferred by RV drivers to illegally dump”
Lowest cost for optimum facility RV’s using the overnight stay area have to drive
Sewer & water mains appear reasonably to it if they do not plan well (empty on arrival
available (subject to Unity Water advice) and departure)
Does not impact on the future use of the sports Less acceptable to do a basic facility (impact on
ground land if the trial is not successful visual amenity)
No conflicts with sportsground users Would need to also include waste bins at the
No confusion when block out dates apply to the overnight rest area (duplication)
rest area (i.e. dump point open regardless) Hard to use at night (no street lighting)

Pony Club)
Advantage Disadvantage
Sewer & water mains appear reasonably Subject to flooding
available (subject to Unity Water advice) Needs large turnaround area (takes more space
Ease of access by parked RV vehicles who than drive-through option)
have “cassette” rather than pump out toilet Turning area impacts on a loading ramp used
arrangements (but would still have to drive to by the car club that is outside their permit to
pump out grey water) occupy area
Able to provide a more basic set up as “out of Not easy to locate without clear signage and
sight” – less impact on visual amenity advertising of GPS points
Already a good “hard standing” pavement that Highest cost if a good quality facility is provided
would need minor improvement Need to consider access to the Cooroy STP as
Less risk of illegal general waste dumping they have 2 gated access points through
If onsite caretaker, easier to supervise Council freehold land
Could create confusion when “block-out”
periods apply (i.e. is the dump point still open?)
