Council Alternative 1 – northern properties along Lake Cooroibah Road Service Capability & Design nbn appreciates that Council may have anticipated that the higher ground elevation at the northern end of Lake Cooroibah Road would enable nbn to propose a shorter structure at this location and thereby minimise impacts to amenity. However, a proposed facility located towards the northern end of Lake Cooroibah Road would still require a minimum height of 45 metres to provide service to the Cooroibah community. That is because the mature vegetation that potentially impedes service from our current proposed facility would also interfere with service quality from a 40 metre facility at the northern end of Lake Cooroibah Rd. At a height of 40 metres, antennas mounted on a facility at this location would barely clear the immediately-surrounding vegetation, resulting in degraded signal / a loss of coverage particularly for premises along the southern ends of Jirrima Crescent and Lake Cooroibah Road. This is referred to as “Near Field Obstruction” (NFO). Considering the tall trees in the immediate vicinity, even a 5 metre variation in ground elevation would increase the likelihood of NFO and inadequate signal quality to provide service to properties across this community. Visual Impact Considerations Considering nbn’s proposed facility at Jirrima Crescent and Council’s proposed alternative at Lake Cooroibah Road would both require a minimum structure height of 45 metres to provide an adequate reach and quality of service across Cooroibah, nbn respectfully maintains that the current candidate at 23 Jirrima Crescent would provide a better visual outcome for the Cooroibah area. The area suggested by Council at the northern end of Lake Cooroibah Rd is subject to a higher density of development in comparison to Jirrima Crescent. In the location suggested by Council, there are currently 10 dwellings situated within a 200 metre radius, whereas the closest dwelling to the current candidate at 23 Jirrima Crescent is located more than 220 metres to the north. Due to the close proximity to a number of dwellings at this alternative location, we believe this location has a relatively greater impact on the immediately surrounding dwellings, and we believe that it would not be well received by the community. Further, while the proposed location is oriented to the rear of the community with residences facing away from it, this location is oriented in front of many properties, increasing the potential for visual intrusion. In summary, a 45 metre structure would be required at this location to provide adequate quality of service, on account of the mature trees in its immediate vicinity. As this location enjoys less separation to residences and is oriented in front of many properties, nbn does not believe that a 45 metre facility at this location would result in a better planning outcome for the Cooroibah community.
