Building design and building form
The Noosa Plan
O23 Development ensures that building design S23.1 Buildings and materials and surface
and built form accounts for the potential flood treatments used below the defined flood event
risks and are resilient to flood events by— are resilient to water damage and do not include
a) ensuring building materials used have wall cavities that may be susceptible to the
high water resistance and will improve the intrusion of water and sediment;
resilience of a building during and after a
flood event; and S23.2 Buildings are designed to integrate well
b) maintaining a functional and attractive with the street level and the levels of adjoining
street front address appropriate to the properties to facilitate pedestrian flows and visual
intended use. and physical connectivity between the footpath
and ground floors;
S23.3 Buildings incorporate appropriate
screening to ensure that any under-storey is not
visible from the street, where such screening
does not impede flood water flows;
S23.4 Residential buildings minimise risk from
flooding by providing parking and other low
intensive, non-habitable uses at ground level;
S23.4 Non-residential buildings and structures
are oriented to the street by activating the street
frontage with appropriate uses and urban design
treatments such as recessed wall treatments,
screening or landscaping, whilst allowing for flow
through of flood waters on the ground floor.
Editor’s note
The use of flood resilient building materials is
also encouraged in areas above the defined
flood event (up to the probable maximum flood
(PMF) to reduce the consequences of flooding
associated with events larger than the defined
flood event.
Disaster Management
O24 Development supports, and does not S24.1 Development does not—
unduly burden, disaster management response a) increase the number of people calculated to
or recovery capacity or capabilities. be at risk from flooding;
b) increase the number of people likely to need
evacuation;
c) shorten flood warning times; or
d) impact on the ability of traffic to use
evacuation routes, or unreasonably increase
traffic volumes on evacuation routes.
