Town Planning Report
12. The GemLife proposal herein will be aimed and designed to accommodate and be marketed towards
active people aged 50 plus, seniors and retirees. The development will provide for a total of 232
residential independent living units as well as associated communal facilities including (but not limited
to) a country club, tennis courts, bocce green, workshop, swimming pool, recreational open space
areas, visitor car parking bays and an RV compound parking area.
Cooroy Golf Club
13. At the end of the 2018/2019 financial year the Cooroy Golf Club experienced a significant shortfall
in membership renewals in comparison to previous years, with a decline of 70 memberships leaving
a current total of 346 total members. An internal paper prepared by the club committee and
circulated to club members confirmed the Cooroy Golf Club is facing a substantial deficit this financial
year as a result of a declining membership base.
14. Age analysis of the current membership base for the Cooroy Golf Club identified an aging population
with approximately 76% of its members within the over 60 years plus age bracket. Australia wide
there is a trend to an increasing number of sporting participants in the 55 years and over age bracket
‘active lifestyle retirees’ which the golf club will be well placed to target upon integration with the
proposed GemLife seniors living community.
15. GemLife, as part of their proposal, have committed to pay the Cooroy Golf Club a membership fee
for each household within the development for a total of 10 years starting upon initial sale of the
dwelling. This progressive financial contribution will significantly assist in stabilising the club’s
finances. Furthermore, the new golf club house will consist of a dedicated Pro Shop stocking an
extensive range of golfing accessories and equipment and dining/bar facilities of an increased scale
which are expected to generate increased income to further assist in club finances.
16. Having regard to the above, GemLife, in partnership with the Cooroy Golf Club, propose to deliver
an integrated senior living community in conjunction with the redevelopment of the golf club. The
proposed development will support the provision of additional housing options for older persons
within the local area and will directly respond to established community need by committing to
increase the club’s membership base which will ultimately aid in the ongoing financial viability and
operation of the establishment.
