INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 28 APRIL 2015

The level of and time to investigate transport and traffic CRM’s is variable due to the range of
topics. A simple inquiry may be resolved in a few hours, where a more complex investigation
may take several weeks/months. A significant backlog of outstanding CRMs has occurred which
has necessitated a review of the processes involved in responding to customer requests.

2. ISSUES

The backlog has arisen due to the fact that Transport and Traffic Planning CRM’s solutions can
sometimes be implemented quickly while other solutions need to be incorporated into the Capital
Works program.

Factors involved in the time taken to resolve a CRM include:
 Traffic counts – required for speed, volume and class of vehicles along a road. Typically
installed for 2 weeks to achieve consistent data.
 On-site inspections /investigations
 Road Safety Audits
 Traffic modelling
 Consultation with other departments /sections / agencies
 Community consultation
 Concept development and costing
 Traffic Advisory Committee (TAC) and Speed Management Committee (SMC)

3. UPDATE

A technical officer was appointed in February 2015 who is primarily dedicated to CRM’s.
Processes have been improved and streamlined expediting the way CRM’s are handled and
completed.

The new arrangements have resulted in an improvement in the CRM completion rate. The
percentage of total CRM’s completed per month has been improving in 2015 as shown in the
table and bar graph below. This positive trend will continue to be monitored.
