INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 28 APRIL 2015
Amount of material received, landfilled and diverted.
The information below shows the total amount of material received by Council in the financial
year to date (1 July 2014 – 31 March 2015), compared to the same period last year, the amount
disposed of to landfill and the amount diverted from landfill.
Waste Received at landfill for 9 months to 31st March.
(Excluding kerbside recyclables)
To 31st March 2014 To 31st March 2015
Total tonnes received at landfill 43,860.72 44,327.71
Tonnes to Landfill 30,164.02 31,594.45
Tonnes Diverted 13,696.7 12,733.26
% Diverted 31.23% 28.73%
Waste received at the landfill for 9 months to 31st March
(Including kerbside recyclables taken to Bli Bli)
Last year This year
Total tonnes received at landfill 48,990.72 49,457.71
Tonnes to Landfill 30,164.02 31,594.45
Tonnes Diverted 18,826.7 17,863.26
% Diverted 38.43% 36.12%
The reason for including recyclables sent to Bli Bli gives a better indication of the true diversion of
waste from the landfill.
The information shows that diversion rates for 2015 are slightly lower than for the previous year.
There is more waste to landfill this year compared with 2014 with less of the waste received
being recyclable. No changes have been made to the recycling of materials received and the
reduction in diversion rates of 2.5% (31.23% down to 28.73%) are attributed to uncontrollable
factors such as the percentage of recyclable material received in the waste stream at the landfill.
Kerbside recycling
The rate of household kerbside recycling remains constant with an average of approximately 570
tonnes per month collected within the Noosa Shire and sent to the material recovery facility in Bli
Bli.
Overview of waste management contracts
The three major waste management contracts for waste collection, operation of the landfill
and operation of the resource recovery centre at Eumundi Road are currently held by
Cleanaway. These contracts are due to expire 31st August 2016, with an option for Council to
extend the term for one additional year. The new waste management strategy will be
influenced by the findings of the Community Jury and may impact the specifications of all
three contract portions for the next contracts. No further action has been taken on the
development of new contract specifications until consideration of the Jury recommendations
are completed.
A period of 24 months has been allocated for finalising the waster strategy, contract
development, tendering, evaluation, and mobilisation of the next contract.
The current contracts will be extended to allow time for the new strategy to be formulated and
reflected in revised contract specifications. WMS will be conducting contract audits on these
services over the next three months to refine information to be placed into the specifications.
