It is further noted that beyond accommodating anticipated parking demands, the proposed
approach to parking supply is considered to be consistent with Council’s strategic intent for
transport, as documented within the Noosa Plan 2020, which is to increase mode share for
active and public transport and reduce reliance on private vehicle travel. Providing fewer
parking spaces on-site supports Council’s strategic intent and will encourage active and public
transport use while reducing private vehicle use. Furthermore, the Village Mixed Use precinct
is proposed to consist of extensive end-of-trip facilities to further encourage active transport.
5.3 PWD Parking Provision
Acceptable Outcome 9 (AO9) of the DPC prescribes that parking spaces for Persons with a
Disability (PWD) are “provided at the rate specified in the current Australian Standards for
Parking Facilities. AS2890.6:2022: Off-Street Parking for People with Disabilities provides
design guidance for PWD parking, however, remains silent regarding the number of spaces
to provide. As such, SLR have referenced the National Construction Code 2022 Volume 1 –
Building Code of Australia (BCA), which stipulates PWD parking requirements for a building
