SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 JULY 2022
1. Tender Process
An invitation to tender was distributed via VendorPanel for suitably qualified and experienced
civil construction contractors to apply, in order to establish a schedule of rates contract for the
provision of asphalt and bitumen reseals within the Noosa Council local government area.
The tender consisted of two separable portions as shown below:
i. Portion A – Asphalt Resurfacing, Rehabilitation & Construction; and Mill & Fill
Pavement Repairs;
ii. Portion B – Bitumen Sealing.
2. Tender Assessment
The tender evaluation panel carried out an assessment of five (5) tender submissions, listed in
alphabetical order:
1) Allen’s Asphalt Pty Ltd for (Portion A & B);
2) Allroad Surfaces for (Portion A);
3) BDA Infrastructure Pty Ltd for (Portion A);
4) RPQ North Coast Pty Ltd for (Portion B); and
5) Suncoast Asphalt Pty Ltd for (Portion A).
The tenders were evaluated utilising the following criteria:
• Price
• Financial Capability and Resourcing
• Contract Experience and Capacity
• Methodology
• Quality
• Health and Safety
• Environment and Sustainability
• Contribution to Local Economy
The evaluation methodology considered non-price elements (65% of the score) and a price
component (35% of the score).
2A. Portion A – Asphalt Resurfacing, Rehabilitation & Construction; and Mill & Fill
Pavement Repairs;
Portion A encompasses the financial majority of Council’s Reseal Program. This portion is
associated with asphalt resurfacing and pavement repairs. Most projects undertaken utilising
asphalt pavement are high order (arterial) or urban residential roads that are severely cracked
and require the existing surface to be removed and replaced.
Council currently prefers the use of a Poly-modified Binder Asphalt as its primary asphalt type,
this is due to its high surface friction value (skid-resistance), durability and its resistance to
flushing in summer heat. The Regional Roads Group, a group comprised of Sunshine Coast,
Moreton Bay, Noosa & Somerset Councils, as well as DTMR and LGAQ, are collaboratively
working with industry suppliers to produce a cost effective ‘green’ asphalt that will be more
environmentally friendly to produce without compromising on beneficial characteristics of the
road surface.
