SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 JULY 2022
Because this contract is a schedule of rates, based on road wearing surface type/treatment,
Council can option the use of asphalt produced with recycled material when this becomes
more economically viable.
Four (4) conforming tenders were evaluated for Portion A of the contract; Allen’s Asphalt,
Allroad Surfaces, and Suncoast Asphalt. BDA Infrastructure submitted an alternative
submission for Portion A. Allroad Surfaces were evaluated by the panel to have submitted the
most advantageous tender to Council, receiving the highest rating for both Price and Non-
Price elements assessed.
In addition to scoring the highest throughout this tender evaluation process, Allroad Surfaces
are currently contracted to Noosa Council under 1718T021 Road Resurfacing and
Rehabilitation (this contracts predecessor). During their contracted period, the company has
proven to be reliable and have produced quality work.
Allroad Surfaces is recommended as the preferred contractor for Portion A.
2B. Portion B – Bitumen Spray Sealing
Portion B is for bitumen spray sealing, a process typically utilised for rural roads. This has
been separated from Portion A as bitumen spray sealing utilises different plant & equipment
than asphalt paving. Two (2) conforming tenders were evaluated for Portion B of the contract;
Allen’s Asphalt & RPQ North Coast.
RPQ North Coast submitted the highest scoring tender to Council during the evaluation
process, their submitted price was considerably lower than Allens Asphalt Pty Ltd. Noosa
Council have used RPQ North Coast to perform this portion of the contract in the past, and
have performed well.
Both submissions offer the recommended option to use a ‘crumb rubber’ seal which utilises
rubber from recycled car tyres.
RPQ North Coast Pty Ltd is the recommended preferred contractor for Portion B.
3. Program
Once the contract is awarded, a program will be scheduled and works will commence as soon
as practical. In the interim, contract 1718T021 Road Resurfacing and Rehabilitation remains
available to Council until 25th July 2022.
4. Environment & Sustainability
Reclaimed Asphalt Pavement (RAP), is the by-product of profiling existing asphalt roads in
preparation for resurfacing. Allroads have identified their ability to lay asphalt containing RAP.
However, within current DTMR technical specifications, total RAP content cannot exceed 15%
for surfacing. Until this content percentage increases and becomes viable for the
transportation of RAP to asphalt production plants, Council will continue to utilise RAP on its
gravel roads.
RAP is currently being utilised on Council’s gravel roads as an alternative to the conventional
approach of adding more gravel product. The bitumen contained within the RAP binds
together the road surface providing better rideability and reducing the amount of dust
generated. This also enables maintenance budgets to extend, allowing for more gravel roads
to be re-sheeted across the shire without additional financial input.
