SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 APRIL 2017
Previous Council Consideration
Ordinary Meeting, 19 May 2016, Item 3, Page 6
That Council note the report by the Property and Facilities Manager to the Services &
Organisational Committee Meeting dated 10 May 2016 and authorise the exercise of the option to
extend the current management agreement for a further one (1) year period commencing 1 August
2016, subject to the Campground Manager signing a Deed of Extension acknowledging that
development works may commence late in the proposed extension period and acknowledgement
of the potential operational impact.
Finance & Risk
Finance
1. Financial returns from the campground (2016/17 budget $180k) are utilised to offset the need
for higher general rating levels to comply with Council financial sustainability policy
requirements.
Risk
1. Failure to apply the competition neutrality principle via full cost pricing is a breach of the Local
Government Act 2009, and could also potentially result in competitive neutrality complaints.
2. Failure to extend the management agreement exposes Council to contractual risk and
succession planning risks should the current manager not continue for the additional period.
