RECOMMENDATION
That Council note the report by the Property Manager to the Services & Organisation Committee
Meeting dated 11 April 2017 and
A. Authorise the CEO to enter into negotiations for a 10 year lease to the Kin Kin Community
Group Inc. over Lot A on SP221085 being part of Lot 214 SP143420;
B. Apply the exception to the requirement for tendering of the lease under Section 236 (1) (b)

REPORT
On 8 August 1909, one acre of land was granted by the Department of Public Lands for the purpose
of construction of a School of Arts for the Kin Kin community. A committee was formed to raise
funds to construct a hall and the building was officially opened on the 14 July 1911.The cost was
approximately 217 pounds. The hall was originally built on low blocks and was blown off the stumps
in a cyclonic storm in 1924. Tenders were called and it was quickly rebuilt.
The building has been subject to building additions and variations over the years and has been
used for a variety of different purposes including balls, movie nights and fund raising. The first
recorded lessee of the hall was a Mr Brittain who took up the lease for picture show purposes in
1925.
The land on which the hall sits is a Reserve for Sport and Recreation with Council as Trustee. In
2006 Noosa Council entered into a 10 year lease with the Kin Kin School of Arts Association Inc.
for the hall and this lease has expired.
On 11 October 2014 the Kin Kin School of Arts Association Inc. (the current lessee) considered
and carried motions relating to transferring the management, finances and lease of the Hall to the
Kin Kin Community Group Inc. which is an amalgam of both the Kin Kin Community Development
Group Inc. and the Kin Kin School of Arts Association Inc.
Accordingly, the purpose of this report is to seek Council approval to enter into lease negotiations
with the new community group organisation being the Kin Kin Community Group Inc. for the Kin
Kin School of Arts Hall.
