3. Crowd Control
Effective crowd control is essential for maintaining a safe and orderly environment within and
around the premises. The following measures ensure the management of patron numbers,
movement, and behaviour, minimizing risks and disruptions while maintaining compliance with
RAMP and regulatory standards.
a) Patron Capacity Management
• Maximum Capacity Adherence:
o The hotel’s maximum capacity is determined in accordance with the Fire and
Rescue Service Act 1990, taking into account the venue’s layout and safety
regulations. This capacity will be clearly displayed at all entry points and
communicated to all staff and security personnel.
o Security staff will conduct hourly headcounts during peak times (e.g., weekends,
public holidays) to ensure patron numbers remain within the approved limit.
Automated people-counting systems will also be installed at entry points to
assist in monitoring real-time capacity levels.
• Staff Training and Communication:
o All security and front-of-house staff will be trained to monitor and control crowd
levels efficiently. They will receive instruction on managing busy periods,
including techniques for dispersing crowds and guiding patrons safely to
different areas within the venue.
o Security personnel and management will use two-way radios for continuous
communication, allowing for swift responses to any changes in crowd dynamics
or capacity limits.
b) Entry and Exit Flow Management
• Organized Queuing Systems:
o The hotel will implement designated queuing areas outside the venue, using
physical barriers and signage to guide patrons. Security staff will manage these
areas to ensure orderly behaviour and minimize noise disruption.
o Queuing areas will be monitored closely, and additional staff will be deployed
during peak periods to manage large groups and ensure patrons enter the venue
calmly and in an orderly fashion.
• Multiple Access Points:
o Where feasible, multiple entry and exit points will be used to facilitate efficient
patron movement. During peak times, separate exits will be designated for those
leaving the venue, reducing congestion at the main entrance and ensuring a
smoother flow of patrons.
o Exit points will be clearly marked and monitored by security personnel to prevent
unauthorized re-entry or congestion at critical access points.
