c) Staggered Exit Strategy
• Gradual Patron Dispersal:
o The hotel will employ a staggered exit strategy, particularly during closing times,
to minimize large crowds exiting simultaneously. This strategy involves gradually
lowering the music volume, dimming lights, and issuing reminders to patrons
about closing times.
o Security personnel will actively manage exits, directing patrons in small groups
to reduce noise and disturbance in the surrounding area. This approach helps to
prevent bottlenecks and ensures patrons disperse calmly.
• Coordination with Transportation Services:
o The hotel will collaborate with local taxi and ride-share services to ensure
transport options are readily available at closing times. Staff will assist patrons
in securing transport, directing them to a designated waiting area away from the
main entrance and neighbouring residential properties.
o Clear signage will inform patrons about transport options, encouraging the use
of taxis and ride-shares to minimize noise and traffic disturbances.
d) Patron Movement and Behaviour Monitoring
• Floor Staff and Security Deployment:
o Security personnel will be positioned throughout the venue, including high-
traffic areas such as the bar, dining spaces, and outdoor decks. Their role will be
to monitor patron movement, intervene when necessary, and ensure that crowd
levels remain manageable.
o Floor staff will assist in directing patrons to available seating or quieter areas if
certain spaces become overcrowded. They will also engage with patrons to
prevent or resolve any disruptive behaviour quickly.
• Behavioural Guidelines and Enforcement:
o Clear behavioural guidelines will be displayed prominently within the venue,
outlining expectations for patron conduct. These guidelines will include
maintaining appropriate noise levels, avoiding obstructive behaviour, and
adhering to safety protocols.
o Security staff will be trained to enforce these guidelines through verbal
reminders and, if necessary, removing patrons who do not comply. All incidents
will be documented in the incident register for review and follow-up.
e) Peak Period and Function Management
• Function-Specific Crowd Control Planning:
o For functions that may attract higher patron numbers (e.g., live music
performances, private events), the hotel will prepare a function-specific crowd
control plan. This plan will detail the deployment of additional security staff,
temporary barriers, and extra entry/exit points to manage the expected influx of
patrons.
