SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 MARCH 2017

It is expected that this work will have a major positive impact on the volume of methane gas
captured and extracted at the site. Improvements in the volume of methane extracted will be
known in the coming month and reported to Council and the Zero Emissions Noosa Project
Control Group.
Council has partnered with local business Rockcote to turn polystyrene packaging into innovative
building products. Council commenced polystyrene recycling at all three waste facilities from late
December 2016.
In August 2016 Council partnered with MRI E-cycle Solutions to once again collect and recycle
all electronic waste (e-waste), as well as batteries at its three waste facilities. E-waste includes
computers, TVs, monitors, printers, game consoles, DVD players and VCRs. If it's electronic and
plugs into a power source, there's a good chance that it will be accepted free of charge and
recycled.

Hastings Street Collection Issues
Council and Cleanaway have successfully completed a 6am trial collection run in Hastings Street
using a split service vehicle to collect refuse, recycling and street litter. The aim of the trial was to
improve safety and at the same time reduce noise and traffic impact. The service continued to be
provided using two vehicles but employing the same principles, i.e. an early start and the use of
runners to fetch bins during peak periods. A few minor noise issue complaints were received, but
Hastings Street Traders Association have remained largely supportive. The new waste collection
contract will include the use of a split service vehicle capable of offering the service that ran
successfully through the trial.

Litter and Dumping
Street litter
Solar Bin - The bin performed adequately in two trial locations (Hastings Street and Tewantin
Post Office) although problems with discharge of liquids on to the footpath occurred when
operating on Hastings Street. Unfortunately when it was moved to Cooroy to continue the trial it
was vandalised to the extent that it was taken out of service. This has resulted in it being out of
service for the past 8 weeks awaiting spare parts from overseas. When the new door is fitted it
will be relocated at a location to be determined. The trial will be fully documented, however to
date it has not demonstrated an ability, in the Noosa context, to reduce collections.
Dumping and Littering
There have been two major asbestos dumping incidents, one at Eenie Creek Road and a second
at Johns Landing Road. Both were responded to by Council officers who secured the site to
protect public health. Council officers then contracted licensed asbestos removal companies to
clean-up the dumped material and surrounding environment. The incidents could not be tracked
back to an offender. Clean-up costs of around $15,000 were borne by Council.
